Phase 2 Development Lands Study - Draft Background and Options Report

The Town of Whitchurch Stouffville is undertaking a study of the Phase 2 Development lands within the Community of Stouffville Secondary Plan.  The Phase 2 Development Lands represents the next area of planned development in Stouffville.  The purposes of the study are to:

• Determine what services, social infrastructure and / or facilities are required to accommodate new growth.

• Devise a strategy for Council to implement and phase future growth

• To update land use policies required to implement the requirements of the Provincial Growth Plan

• To promote community neighborhood and building design principles which promote and elevate energy, water and cultural heritage conservation practices

• To expand environmental policies, strategies and best practices relating to the functional design of communities and neighborhoods which promote sustainable community development

The Phase 2 Development Lands Study is intended to review and update the land use policies and strategies which will direct and govern the form and rate of development within the Phase 2 lands in the Community of Stouffville. The intent of the study is to ensure a more logical progression of phasing to ensure that the quality of life for residents is maintained during the development process and that the full range of community services necessary for new and existing residents has been considered and provided for.  The Study is further intended to ensure that the policy framework in the Community of Stouffville Secondary Plan concerning sustainable community development is updated in a form that can implemented.  

Tasks 1 and 2 of the Community of Stouffville Phase 2 Development Lands Study are complete, and Task 3, Public Review was conducted through workshops on June 17th and September 10th.

The study process is intended to result in the preparation of an Official Plan Amendment modifying policies in the Community of Stouffville Secondary Plan designed to implement the Council approved directions from this study.  The study is further intended to result in specific development implementation guidelines to inform the development process in the Phase 2 lands starting from pre-consultation process through to the building permit.   The work related to Phase 2 is being closely coordinated with the Intensification Study and the preparation of the Zoning By-law. Official Plan Amendments to implement the findings of the Phase 2 Study are planned to be presented to Town Council and the public in November 2009

This was the formal meeting under the Planning Act concerning the proposed Amendment that was held by Town Council
