Town of Whitchurch-Stoufffville Council originally adopted the Ballantrae – Musselman Lake and Environs Secondary Plan in 1994 as a basis for the planning and development of the Ballantrae – Musselman Lake area. The Plan has been amended a number of times to address various development proposals within the community and updates to address compliance with Provincial legislation. The most significant amendment brought the Plan into conformity with the Oak Ridges Moraine Conservation Plan. The entire Secondary Plan area is located in the Moraine. A number of emerging issues have arisen which have led to the need to update the Secondary Plan. In particular, in accordance with the Moraine Plan and the current Secondary Plan, growth is encouraged in Ballantrae. However, there are a number of issues which have restricted continued growth and development in the Ballantrae Community Area along the Highway 48 corridor in the Ballantrae Community Area designation and Ballantrae Future Residential Areas where such development is not precluded by environmental features and in the build-out of the lands in the Ballantrae Residential Golf Course Area. In addition, consideration needs to be given to determining more accurate information with respect to natural heritage and hydrological features as a basis for creating a linked natural heritage system and related trails system. On June 21, 2011 Town Council approved the commencement of the study process for a review of the Ballantrae – Musselman Lake and Environs Secondary Plan. This web page is intended to provide information about the study and an opportunity for residents and stakeholders to provide their input:
Study Initiation The Town of Whitchurch-Stouffville is beginning a review of the Ballantrae-Musselman Lake and Environs Secondary Plan. We welcome input from anyone who has an interest in this area – all residents, landowners, community groups and other stakeholders. A Study Initiation Notice is being mailed to all landowners, together with a related survey. A Vision Workshop will be held in early September to provide an opportunity for a focused discussion of the future of the community. However, in the meantime, completion of the attached survey will assist the Town in understanding your ideas and thoughts about the future. Study Area The Ballantrae-Musselman Lake and Environs Secondary Plan Study Area is located in the central west portion of the Town of Whitchurch-Stouffville. It is generally bounded by: North: North Lot line of Lot 23, Concessions 7, 8 and 9; Consultant Team Macaulay Shiomi Howson Ltd. has been retained by the Town to lead the Ballantrae-Musselman Lake and Environs Secondary Plan /Highway 48 Corridor Review.
