Notice of Special Council Meeting Overview The last major commercial study of the Community of Stouffville was conducted in 2005. That Study considered the commercial land use needs for the Community. The Study was the partial basis for the creation of the Regional Retail Area designation in the Stouffville Secondary Plan which is now the location of the Hoover Park Town Centre (Highway 48 at Hoover Park Drive). Since the preparation of the 2005 Commercial Study, considerable residential growth has taken place in the population of the Community of Stouffville. In addition, a significant amount of new retail and service space has also been added to the inventory warranting an update and assessment of the Community’s commercial land use needs. On March 20, 2012, Town Council approved the commencement of the study process for the Community of Stouffville Commercial Policy Study Update. This web page is intended to provide information about the Study and an opportunity for residents and stakeholders to provide their input as follows:
Study Goal “To conduct a comprehensive review of the Commercial land use needs for the Community of Stouffville in the Town of Whitchurch-Stouffville. The review will assess the adequacy of the supply of lands set aside for commercial purposes and recommend whether any revisions are required to land use designations and policies/zone standards to protect the planned function of each commercial area in the Community.” Opportunities for Public Input Community engagement is an important component of the Commercial Policy Study Update. The Town welcomes and values input from anyone who has an interest in commercial development in the Community of Stouffville – business owners, landowners, residents, community groups and other stakeholders. This Notice of Study Commencement is being mailed to commercial landowners/operators in Spring inviting input. In addition, a telephone consumer survey was conducted in May/June2012, as well as a survey of GO train commuters, high school students, and interviews with key business operators and other stakeholders. A public open house/meeting will be held in the Fall of 2012. A statutory public meeting to review proposed amendments to the Community Plan and Zoning By-law is anticipated in early 2013. Study Area The Study Area is comprised of the Community of Stouffville. In addition, the consumer survey participants will be drawn from a wider market area. Consultant Team The Town has retained the services of Macaulay Shiomi Howson Limited, land use planners, and W. Scott Morgan & Associates, market analysts, to conduct the study. Study Schedule
